TA to Support the Competitiveness of SMEs in Uruguay (PACPYMES)


Uruguay, European Commission. 2007-2009.


The overall objective of the TA was to foster the competitiveness of the national economy of Uruguay through the strengthening of association mechanisms (clusters), capacity-building in export of goods and services and internationalisation of SMEs. In particular, it aimed to improve the institutional and technical capacity of stakeholders, public and private alike, to strengthen SMEs so that they may adapt their activity through innovation and internationalisation towards greater regional penetration and development throughout the country.


Main areas of intervention were:


  • Development of a common strategy for competitiveness, for a selected set of 5 sector clusters: Citrus, Paper, Tourism, Software and Dairy products/Cheese.
  • Strengthening of management and innovation of exporting SMEs, creating new opportunities of investment and business in fields which have not so far been explored.
  • Development of a country-wide strategy for competitiveness that guarantees the sustainable development of Uruguay designing necessary tools to develop appropriate public strategies in the field of economic policy, decentralisation and better relations with remote areas in the country.
  • Institutional restructuring and modernisation of the Ministry of Industry to become a dynamic and reference key player in the promotion and development of competitiveness of SMEs in Uruguay.
